It would seem that a day doesn't go by, that we don't find out more disturbing news about those who are paid to govern our Town. This time it is Town Board Member Carl Fulgenzi; a man better known for the quality of his plumbing work (or lack thereof), than for his ability to govern. Remember, Carl was the Board's Liaison to the Police Department during the recent "Fanelli debacle", and, curiously, he was reassigned from that position after Fanelli's arrest on Federal "Kiddy Porn" charges.
It seems that the Councilman has raised the ire of his neighbors with his continued "un-neighborly conduct" and blatant abuse of the Town Code and New York State Conservation Laws. His sense of special privilege doesn't sit well with his neighbors who are forced to toe the line, while Carl, who for some reason seems to be exempt from the law, does as he pleases. Recently, though, the neighbors, who have had enough, got together and filed formal complaints against "Double Standard" Carl. As a result of the pressure from the community, Assistant Building Inspector Beau Desimone, an employee of the Town Building Department was forced to issue a number of violations against the Fulgenzi property. Councilman Fulgenzi apparently is not the owner of this property, since the deed clearly indicates that it is owned solely by his wife, and, accordingly all violations were issued in her name (for his violations). It seems that Carl takes some liberties with the law and the Code.
The Fulgenzi's were charged with the following violations:
- Violation of Town Code, Section 218 Attachment 1 R-40 District - No Parking of Commercial Vehicles in a Residential Area. Note: It seems that Carl has always parked his commercial work van at his residence - while other taxpaying residents were not afforded the same privilege.
- Violation of TMP 139-23 - 25 - Work Activities for Days and Times for Residences. It seems that Carl has no respect for his neighbors as he often uses his leaf blower and other lawn equipment late into the night, when any other resident would be cited for that activity.
- Violation of Town Code, Section 218 Attachment 1 R-40 District - Illegal use of Residence for the use of Plumbing Business and Storage of Plumbing Supplies. Why should Carl have to pay rent for a commercial location from which to operate his business like the rest of the business owners in the Town? After all, Carl is special - he can do as he pleases.
- Violation of 68 - Building Department Regulation - No Building Permit for the Shed on Property. How many residents across the Town of Mt. Pleasant have had problems with the Building Department when trying to put up a shed? Many have been fined, or, were ordered to remove the shed. But, not Carl; no, he has special privilege. He never thought that he would get caught.
- Violation of PROPERTY MAINTENANCE - Complaint #2014-882 - owner is dumping dog feces in rear of property. How could a Councilmen know what he should do here? Carl was obviously confused. Members of this Town Board are so used to dumping ______ on the residents, Carl's action here just seemed normal.
- Violation of ZONING - Complaint #2014-883 - storage of dangerous flammable gases and chemicals. Obviously, Carl shows that he cares little for the health and safety of his community, when he commits such a serious violation.
- Violation of ZONING - Complaint #880 - dogs are never leashed and the number of dogs; using garage for plumbing business; shed on property with no permit, or, Certificate of Occupancy; storage of plumbing supplies; working past legal work hours and using leaf blowers at 9:30 at night; parking of commercial vehicle in a residential area.
Besides the local violations that were issued to the Fulgenzi's, the New York State DEC also issued violations as a result of the neighbor's complaints. We are waiting to receive copies of those charges and will present them here on this site once they arrive. NOTE: It would appear that this is not the first run-in that the Fulgenzi's have had with the NYS DEC, since the Fulgenzi name appears in documents which list previous DEC violations.
The public has a need to know about the conduct of those elected to serve them. Carl Fulgenzi's conduct in this case is despicable. He has shown a complete and utter disregard and contempt for his neighbors; to both their concerns and their safety. If he cares little for them, how do you think he feels about the residents of the Town that he doesn't have to face on a daily basis? This man needs to GO. He does not deserve to sit on the Town Board any longer. He has abused his power and his position. He has violated the public trust. Carl Fulgenzi needs to step down IMMEDIATELY! Fulgenzi's credibility has sprung a leak - does anyone know a GOOD, HONEST plumber?
I know plenty of commercial property owners that have to pay for property to operate their businesses & he operates out of his house for free while collecting a salary from our tax dollars. That is a disgrace.
